Incident During Periodic Inspection of the No. 2 Unit at the Matsuura Thermal Power Plant (Second Report)

Electric Power Development Co., Ltd. ("J-POWER") hereby announces measures to
restore the operation at the No. 2 Unit of the Matsuura Thermal Power Plant ("Matsuura No. 2
Unit").
1. Efforts to restore operation
On March 28, 2014 the low-pressure turbine rotor at Matsuura No. 2 Unit was damaged after falling during a periodic inspection as J-POWER announced on the day. At present J-POWER is investigating the cause of the incident and undertaking the measures detailed below in efforts to resume operation at an early date. The prospective date of restoration is undetermined at present.
(1) Inspection of the low-pressure turbine rotor
A thorough examination of the damaged low-pressure turbine rotor is currently underway at the factory of the manufacturer to determine whether it is reusable. Whether full restoration of the unit with rated output is possible through reuse of the rotor and, if so, when the date of resumption of operation at the unit will be are expected to be determined at the end of May this year.
(2) Fabrication of a new low-pressure turbine rotor
In preparation for a case where the reuse of the damaged low-pressure turbine rotor is difficult, in addition to procedures in (1) above, work to commence production of a new low-pressure turbine rotor has begun. Therefore, if full restoration requires a new rotor, at this stage it is anticipated that resumption of operation of the unit will be by December 2015.
(3) Investigation of provisional restoration
At present, J-POWER is also investigating provisional restoration of Matsuura No.
2 Unit at a partial loading as an interim measure to restore operation at an early date and secure as much output as possible without waiting for full restoration. Whether this can be achieved and, if so, what the possible generated output and date of resumption of operation will be are expected to be determined at the end of May this year.

2. Response framework
We have established a task force headed by J-POWER's president, which is currently engaged in efforts aimed at early restoration of operation and identification of the cause of the incident. In addition to the task force, we will make every effort to identify the cause and prevent recurrence in our response. For that effort, we will organize a committee that includes external experts, and incorporate their views and verification of the situation.
3. Future Outlook
The impact of the incident to our performance is under investigation, and details will be released once they are known.
