Early life
Phebe Novakovic graduated from Smith College in Northampton, Massachusetts and received an M.B.A. from the Wharton School of the University of Pennsylvania in Philadelphia, Pennsylvania in 1988.

Career
She worked for the Central Intelligence Agency.

She has sat on the Board of Directors of Abbott Laboratories since 2010. As of 2014, she is listed as the 65th most powerful woman in the world by Forbes.

She is married. In 2012, she earned US$6,887,772.
