CHAPTER - I

INTRODUCTION & INSTRUCTIONS FOR BID SUBMISSION

1. CONCOR/MMLP-Dahej is contemplating moving the Liquid / Gas cargo by Multi-Modal Mode of Transportation through Tank Containers / Railway Wagons, etc. from MMLP-Dahej, Gujarat to various parts of India.
2. For the aforesaid purpose an MOU/Joint Venture has been executed between CONCOR and Gujarat Industrial Development Corporation (GIDC') to form a Joint Working Group (JWG) known as "GICON".
3. CONCOR/MMLP-Dahej proposes to grant a License to the successful bidder to be known as Logistics Associate who will be offered sufficient land parcel at MMLP-Dahej for setting up a facility for storage and transportation of Liquid and Gas cargo at MMLP- Dahej at its own cost for a long-term license period of twenty (20) years which may be extended subject to approval from GIDC and as may be mutually agreed by CONCOR and GIDC.
4. For the above purpose E-open tender is invited through two-packet system.

1. For addendum/ corrigendum, Bidders should visit www.concorindia.co.in and www.tenderwizard.com/CCIL, if any, till the time of opening of the bid. Newspaper press advertisements shall not be issued for the same.
2. All bids must be submitted through e-tendering mode only through the website www.tenderwizard.com/CCIL containing two separate e-bids viz. Technical Bid and Volume Assurance Bid. Bidders who qualify in technical evaluation will proceed for further process. No other mode is acceptable and will be summarily rejected if the bids are received through any other mode.
3. To participate in this Tender, it is mandatory for the interested parties to have user ID & password, issued by M/s CEL.
4. Any clarification on bid documents can be sought in writing and should reach this office two days before the pre-bid meeting for CONCOR/MMLP-Dahej to examine the same well in advance. However, any modifications of the bidding documents, which may become necessary as a result of pre-bid meeting shall be made through an addendum/corrigendum and the same shall be binding and prevail over the pre bid response.
5. All the bids received shall be opened on the date and time mentioned in the Tender Notice. The sequence of opening shall be:

7. Technical Bid: The Technical Bid will contain all pages of the Bid Document, including corrigendum/addendum, if any, signed by the authorized person and scanned documents listed below must be uploaded on or before 16:00 Hrs of 19/07/2024 on the website www.tenderwizard.com/CCIL:

   4. Eligibility Criteria Documents to be submitted:
   5. • Self-attestedcopy of valid PESO License.
      • Self attested copy of the proof of ownership (i.e. Purchase order) / Leasehold right of Container (i.e. Lease Agreement).
      • If the bidder is not having readily available sufficient infrastructure at the time of bid submission, the bidder has to give an undertaking whereby they shall assure and undertake the deployment plan of ISO Tank Containers either owned / hired.
      • Self-attestedcopy of the proof of experience certified by Chartered Accountant in handling / transportation / Storage of Liquid / Gas commodities.
      • Self-attestedcopy of the commitment letter issued by Manufacturers/Suppliers and Consumers for a long-term period for the minimum guarantee volume.
      • Self-attestedcopy of the constitution of their Firm/Company/Association or Society and/or partnership-deed agreement.
      • Self-attestedcopy of net worth certificate issued by Chartered Accountant's Certificate. In case of the joint venture, the leading partner should have a positive Net Worth.
      • The Bidder shall certify that he/she is not blacklisted or debarred by Railways or any other Ministry / Department / PSU (Public Sector Undertaking) of the Govt. of India/State Govt. from participation in tenders /contract on the date of submission of bids.
9. Volume Assurance Bid: This Bidder shall quote the volume (Appendix-1) on the website www.tenderwizard.com/CCILon or before 19/07/2024 up to 16:00 hrs.

1. The Earnest Money Deposit (EMD) of Rs.10,00,000/- (Rupees Ten Lakhs only) to be paid through e-payment or crossed Demand Draft from any Nationalised / Scheduled Bank in favour of Container Corporation of India Limited, payable at Delhi. Scanned copy of e- payment/DD should be uploaded in the website www.tenderwizard.com/CCIL.
2. The Original DD should be submitted to CONCOR before opening of the tender.
3. Bidders submitting their offers as Micro and Small Enterprises (MSE), should submit their MSE registration certificate (for tendered item) issued by any of the agencies mentioned in the notification of the Ministry of MSME. The MSEs should submit the Udhyam Registration Certificate along with the Bid and the registration certificate should be valid at the time of opening of bid. The qualifying bidder shall be given the following exemptions: -
4. 1. Tender sets shall be issued free of cost to MSE registered Agencies.
   2. Bidder will be exempted from payment of Earnest Money Deposit (EMD).
   3. No relaxation in Financial and Technical criteria shall be given to MSE bidders since the work requires experienced Bidders to set up and handle the liquid / gas cargo operations.
5. The instructions issued by the Department of Public Enterprises (DPE) on the subject

   "Restrictions under rule 144 (xi) of General Financial rules (GFR's) 2017" vide letter dated
   30-07-2020 and subsequent letter(s) shall be applicable in this contract.
7. This tender document will be an integral part of the contract, to be entered into with the successful bidder.
