PCC SE made a bid to acquire both the stake owned by the state and for the purchase of the debts due to S.C. Electrica S.A. and AVAS of Oltchim S.A., according to Chief of the Office of State Assets and Privatization in Industry (OPSPI), Remus Vulpescu. Vulpescu added, "'It would be ideal that the purchase should be made by selling all the three assets, as a real complete privatization is where the state holds no more control on the economic agent. I am talking about control by debt.

It is ideal for us to speak about a real complete privatization and sell most of the shares and debts, and the state should start a relation with Oltchim normal between the state and the private tax-payer. We have a purchase offer for all the three assets from only one investor." Dan Diaconescu and S.C. AISA INVEST S.A. submitted a bid for Oltchim shares and Chimcomplex Borzesti SA (Onesti) for the assets and the debt to Electrica. Vulpescu added that all the other offers will be taken into account.
