Constructive US-Russia dialogue only possible after US election, says Putin

MOSCOW, July 4 (Reuters) - Constructive dialogue between Moscow and Washington is impossible during a heated U.S. presidential election campaign, Russian President Vladimir Putin said on Thursday.
