Israeli police said they had detained several protesters on suspicion of attempting to block the road. They were taken for questioning.
Protesters are set to join others outside Israel's parliament, the Knesset, as the summer session begins later on Monday.
Anger has mounted in Israel against Netanyahu's government, with weekly demonstrations calling for a deal to bring hostages back, and for Netanyahu's resignation over criticism of his handling of the war against Hamas in Gaza.
