NOTICE TO THE MARKET

Environmental license is granted to Ternium's steel plant at the Açu Superport

LLX LOGÍSTICA S.A. ("The Company" or "LLX") (Bovespa: LLXL3), a private Brazilian company responsible for the largest investment in port infrastructure in Latin America through the construction of the Açu Superport, which will be positioned among the three major ports in the world and will move up to 350 million tons of cargo per year, announces to its shareholders and the market in general that, on September 27, 2011, the State Comission for Environmental Control (“CECA”) granted Environmental License ("LP") to Ternium Brazil S.A. ("Ternium") to build a steel plant in the Açu Superport Industrial Complex ("Industrial Complex"). The LP granted allows the steel mill to produce up to 8.4 million tons of crude steel per year. The approved project includes a pelletizing plant and an integrated steel plant to produce steel plates and laminates.

On September 15, 2010, LLX Açu, a subsidiary of LLX, and Ternium signed 2 (two) take or pay long term port handling services agreements for shipment of steel products that will be produced at Ternium’s steel facility and for landing of coal. Both contracts have 15% p.y. internal rate of return (IRR) in US$, unleveraged, plus inflation, referred to CAPEX and OPEX of the Açu Superport terminal.


The Acu Superport is strategically located in the state of Rio de Janeiro, in the Southeast region of the country, that accounts for approximately 75% of Brazilian GDP. Açu Superport is 150 km distant from Campos Basin, which accounts for 85% of the current oil production in Brazil. The companies located in the Industrial Complex of Açu Superport will benefit from the existing highway and railway as well as energy 30% cheaper and 2% VAT.
