The Federal Reserve Board selects members to represent and express viewpoints of particular constituencies including the financial services industry, consumer and community groups, academia, and state and local government agencies. Meetings take place three times a year in Washington, D.C., to provide the board diverse views about its administration of consumer protection laws and regulations.

Members provide views and information about industry practices and areas of concern about consumer financial services from industry and consumer and community group perspectives. Over the past five years topics considered by the Council include community reinvestment, equal credit opportunity, electronic banking, fair credit reporting, financial literacy, financial privacy and identity theft, home mortgage disclosure, nontraditional mortgage loans and other issues and challenges.

Tinney was nominated by Tom Hoenig, president of the Federal Reserve Bank of Kansas City, where she has been serving on its Community Development Advisory Council for two years.
