The objective of the course is to deepen participants' understanding of the WTO's General Agreement on Trade in Services (GATS) and to help them formulate and implement services-related policies in their respective governments. The training includes sessions on analytical tools for trade in services (such as I-TIP Services) and on emerging issues in services policy-making and negotiations.
Mohamed A. Gawad Allam, Counsellor in Egypt's Permanent Mission in Geneva, who is attending the course, said: 'Having recently arrived in Geneva, it is very important that I increase my knowledge of services-related issues, as I will be covering this topic. This course is very interactive - it provides a forum to exchange ideas - and gives concrete examples, with many case studies being presented. The variety of participants gives us an opportunity to hear different perspectives.'
Another course participant, Aliyu Mohammed Abubakar, Deputy Director at Nigeria's Ministry of Trade, Industry and Investment, said: 'With this course, I hope to deepen my knowledge of the GATS' provisions. This course will help us in many ways as we will soon be starting to schedule our services commitments.'
The course, co-organized by the WTO's Trade in Services Division and the Institute for Training and Technical Cooperation, is offered as part of the WTO technical assistance and capacity building courses. It is implemented within the WTO's Progressive Learning Strategy and represents 'level 3' - the highest level of 'specialist' training. The first Advanced Course on Trade in Services took place on 9-13 November 2015.
