WASHINGTON, Jan. 27, 2016 /PRNewswire/ -- The Tax Council Policy Institute (TCPI) announced that Thomas A. Barthold, Chief of Staff of the Joint Committee on Taxation, will be recognized with its Pillar of Excellence Award for his extraordinary accomplishments in the field of business and tax policy. The award will be presented on Day One of TCPI's 17th Annual Tax Policy & Practice Symposium, scheduled for Feb. 11-12 at the Ritz-Carlton Hotel in Washington, D.C.

"With an impressive career in public policy and a track record of thoughtful leadership in the development of tax policy for almost 30 years, working for and garnering the respect of both parties, Tom exemplifies the criteria of the Pillar Award," said Doug Bates, Chair of TCPI's Board of Directors and Vice President of Federal Relations at Northwestern Mutual. "The TCPI Board unanimously endorsed his nomination, believing Tom to be most deserving of this recognition."

Barthold will be only the seventh recipient of this award, which honors individuals in the tax community who consistently go above and beyond what is required to fulfill their professional obligations, proving to be true leaders in their field. TCPI searches for an outstanding tax professional whose performance and activities help further the knowledge and understanding of the tax community at large. Criteria for the Pillar of Excellence Award include: playing a key role in developing tax policy, recognizing its impact on business and the economy, and improving the overall understanding of foreign and domestic tax policies among tax professionals, executives and policymakers.

Barthold assumed his current role as Chief of Staff at the Joint Committee on Taxation (JCT) in May 2009. He started his career at the JCT as a staff economist in 1987 and subsequently served as senior economist, deputy chief of staff, and acting chief of staff. He has worked on a wide variety of issues for the committee, including capital gains taxation, savings incentives, environmental and energy taxes, estate and gift taxation, the taxation of multinational enterprises, the low-income housing tax credit, tax-exempt bonds, and tax-exempt organizations. Prior to his arrival in Washington, D.C., he was a member of the economics faculty of Dartmouth College, Hanover, N.H.

He holds a B.A. in Mathematics and Economics (1975) and a M.S. in Mathematics (1975) from Northwestern University, and a M.A. in Economics (1978) and a Ph.D. in Economics (1980) from Harvard University.
