Norristown - The Pennsylvania Department of Environmental Protection (DEP) has determined that the Phase II portion of Elcon Recycling Services, LLC's (Elcon) application for a commercial hazardous waste treatment and storage facility is administratively incomplete. DEP has returned the application to the applicant, along with a letter citing the remaining deficiency.

Elcon responded to DEP's May 30, 2017 deficiency letter on October 13, 2017. DEP reviewed the submitted response and found the supplemental information to be deficient. DEP is requesting additional documentation regarding land ownership and land use consent for the proposed location.

Although the application has been returned to the applicant as incomplete, it has not been denied. Elcon may resubmit its application after addressing the deficiency outlined by DEP. If Elcon resubmits the Phase II portion of its application, DEP will once again have 90 days to determine if it is administratively complete.
