Guo Wenqing Meets Zhang Weiliang – Party Secretary and Mayor of Handan City of Hebei Province

On November 27, Mr. Guo Wenqing, China Minmetals' President and Deputy Party Group Secretary and MCC Chairman, met with the visiting Zhang Weiliang, Party Secretary and Mayor of Handan City of Hebei Province at the headquarters of MCC. Both sides had extensive discussion on advancing the cooperation in metal mining, metallurgical engineering, urban infrastructure construction, renovation of rundown urban areas, development of industrial parks, development of the real estate and ecological conservation, and witnessed the signing of the strategic cooperation agreement between MCC and the People's Government of Handan City.

Guo Wenqing expressed sincere thanks to the People's Government of Handan City for its lasting and strong support for China Minmetals and MCC, and outlined the evolution of China Minmetals and MCC (both among the Fortune Global 500) and the achievements gained in the development since the strategic restructuring. He said that since the strategic restructuring, China Minmetals has firmly followed the strategic goal of 'Quadrupling in Three Steps', and focused on the building of metal mining, metallurgical engineering, trade and logistics, finance and the real estate and the consolidation of the business system featured by 'Four Beams and Eight Columns'. In addition, China Minmetals works hard to achieve a new stage of high-quality development, and completed a slew of high-quality projects including the Sliding Center of the 2022 Olympic and Paralympic Winter Games, Tongzhou Universal Studios and Shanghai Disney Resort, well acclaimed by all sectors of society. The assets under the management of China Minmetals now reach RMB 2.16 trillion, and the business revenue in 2019 exceeded RMB 600 billion, making China Minmetals ranks 92nd among the Fortune Global 500. At present, China Minmetals and MCC, under the important guidance of General Secretary Xi Jinping- both international and domestic circulation, bases itself on its business areas and proactively promotes the exchanges and cooperation with local governments and leading industries to build a future of mutual benefit and win-win outcome.

Guo Wenqing said that Handan city is a regional hub connecting the Beijing-Tianjin-Hebei region and central China, and Handan city is a place in line with the strategic layout and business development of China Minmetals and MCC. Both China Minmetals and MCC attach great importance to all-dimensional and multi-faceted cooperation with Handan city, and have sound cooperation foundation and deep friendship with Handan city. At present, the 15 subsidiaries of MCC has 116 large-scale projects totaling 26.63 billion yuan in Handan city, contributing its share to economic and social development in Handan city. Guo said it is hoped that both sides can, building on the sound cooperation in the past, maximize their strengths and establish the mechanisms for high-level visits and department communications, to further deepen the cooperation between the government and businesses in the fields of metal mining, metallurgical engineering, infrastructure construction, development of new town, development of the real estate and ecological conservation and beyond. In addition, both sides shall flexibly use the policies of investment and financing and build multiple cooperation modes to provide strong support for improving the level of urban development as a whole and building a modern regional hub prosperous, culturally advanced and beautiful, and achieve mutual benefit and common development.

Zhang Weiliang expressed gratitude to Guo Wenqing for his warm reception and to China Minmetals and MCC for their lasting and strong support for Handan city, and praised the achievements of China Minmetals since its strategic restructuring, and outlined the profile of Handan city. He said Handan city, with a unique geological location, complete industrial foundation, convenient and rapid transportation, broad market share and sound development environment, plays an important role in economic and social development in Hebei province. In recent years, Handan city fully implemented the plans and policies made by the Party Central Committee, the Party Committee of Hebei Province and the People's Government of Hebei Province, seized the opportunities brought by the coordinated development of the Beijing-Tianjin-Hebei region, vigorously developed the 532 Leading Industries and speed up the building of a modern industrial system, thus making great achievements in transforming and upgrading industry as well as pursuing high-quality economic development, ecological improvement and social stability.

Zhang Weiliang said in Handan city, all of us are earnestly studying and implementing the guiding principles of the Fifth Plenary Session of the 19th CPC Central Committee and the 11th Plenary Session of the 9th Party Committee of Hebei Province, and doing our best to attract investment and projects. China Minmetals and MCC have enormous strength and excellent corporate brands, and have a long history of cooperation with Handan city, leading to high complementarity between both sides. All these contributes a lot to economic and social development in Handan city. In the 14th Five-Year Plan, it is hoped that both sides strengthen practical cooperation and develop more projects of metal mining, metallurgical engineering, the real estate and development of the new town in Handan city. For this reason, the Party Committee of Handan City and the People's Government of Handan City will, like it did before, provide high-quality, efficient and all-round service for China Minmetals, and set up a working team to align its work with China Minmetals and MCC, to push the cooperation between both sides to a new height.

The two leaders also had extensive and deep discussions on the issues of common interests.

After the meeting, under the witness of Guo Wenqing and Zhang Weiliang, Zhu Guangxia, member of the Standing Committee of the Party Committee and Deputy President of MCC, and Wang Yanqing, Deputy Mayor of the People's Government of Handan City, signed the strategic cooperation agreement. Bai Xiaohu, member of the Standing Committee of the Party Committee and Deputy President of MCC, presided over the signing ceremony. In accordance with the agreement, both sides, on the basis of full communication and in consideration of the realities of relevant projects, carry out the cooperation wider and deeper in accordance with the philosophy of implementing the projects with good conditions.

The meeting was attended by Lu Jian, member and general secretary of the Standing Committee of the Party Committee of Handan City, and other leaders from the People's Government of Handan City, including Li Zhijie, Liu Hongying, Li Hongguang, Chen Yujian, Song Jinmin, Gao Jianping, Wang Weijiang and Chen Zhenli. Zhang Mengxing, Deputy Party Secretary and President of MCC, the leaders of the departments of China Minmetals and the leaders of directly-managed enterprises of China Minmetals, including Wei Shuxiang, Xue Fei, Zhang Huiqing, Lu Zhifang, Yue Wenyan, Xu Yongfeng, Yuan Silang, Liu Yujun, Wang Wei, Yang Kui and Li Huiying, were present at the signing ceremony.
