In Uzbekistan, one of the most important places in the economy takes a cotton and related processing industries. As a result, the government carried out large-scale economic reforms, including the modernization and technical upgrading of industries, radically changed the approach to the cultivation, processing of raw cotton and the production of a fiber that meets international standards. In this area, we conducted an unprecedented transformation, create a transparent mechanism for the implementation of the export of Uzbek cotton fiber, high quality is recognized throughout the world, and therefore every year it increases the need for the international market.

Of great importance is the fact that the ongoing reforms in this area are carried out comprehensively. The further course of improvement of the existing infrastructure of the cotton and improving the quality of domestic cotton was aimed at continuous improvement of breeding varieties, processing of raw cotton, cotton products certification, storage and transportation. This - the main goal of ongoing reforms in this area.

Carried out important reforms in the classification and certification of cotton fiber, to integrate into the international system testing of cotton. Uzbek Centre 'Sifat' from 1999 carries a mandatory independent certification of cotton fiber per bale tests using systems HVI. Bale certification of cotton fiber and providing customers the ability to implement its acceptance of the Republic, have substantially increased the accuracy of the assessment of the quality of cotton, virtually eliminating complaints.

Modern trends in the quality requirements of the fiber such that the fiber must satisfy the consumer, not only in the basic mandatory parameters used in the sale, but also on additional indicators obtained in the instrumental system HVI.

In Uzbekistan since 2001, from the moment of introduction to 100% of bale tests in the laboratories Uzbek Centre 'Sifat', because of an improvement in agricultural engineering, to the introduction of new selective types and the use of system HVI, became steadily grow the share of 4types cotton fibers. The portion of a cotton fiber of 4 types of the harvest of 01.01.2018 years 4 types portions it composes 88.20% of fig-2.

The index of specific breaking load remains at the high level in all regions of republic. On the average in the republic strength somewhat increased in the comparison with the past season. The diagram of the distribution of the index of the specific breaking load of cotton fiber as of 01.01.2018 y 78.1% fiber 29gs/tex and higher. It was represented in fig-3.

In fig. 5 is represented the diagram of the distribution of the index of micronaire of cotton fiber on the selective types to the state of 01.01.2018 years. On the average through the republic the index of Micronaire is within the limits the optimum 99.68% range 3,5-4,9.
