Angola's political and economic situation has considerably improved during the last decade. Oil revenues are a driving force in the economy, enabling public spending to increase and placing Angola as the fourth African country in GDP growth rate in 2013. The Government has identified four priority sectors for the country's development: reconstruction and rehabilitation of social infrastructure, improvement of social situation, health and education, and capacity building for improved public-service delivery.

The EU is aligning with the Government's objectives to meet its sustainable development targets and achieve the Millennium Development Goals (MDGs).

The Country Strategy Paper for Angola (2008-2013), signed in November 2008, presented the strategic framework for cooperation between the European Commission (EC) and Angola under the 10th European Development Fund (EDF) and amounted to €214 million, including the PALOP-TL cooperation. EC assistance concentrated on governance, support to economic and institutional reforms, human and social development as well as rural development, food security and demining. EDF funds were complemented by funds in support of regional integration, of biodiversity, of the private sector and non-state actors.

The Programming for the 11 EDF (2014-2020) is ongoing and will be coherent with the Government's strategies on poverty reduction.

The 'EU-Angola Joint Way Forward', signed in July 2012, has taken to a new level the relationship between both parties, through the deepening of the political dialogue and the cooperation in areas of common interest. It recognises the increasing role of Angola in the regional and international levels as well as the potential for development of the bilateral relationship between Angola and the European Union.
