The Department of Finance today named Samuel L. Duboc as the Clifford Clark Visiting Economist, effective immediately.

The post, established in 1983, honours the late Dr. Clifford Clark, who served as Deputy Minister of Finance from 1932 until his death in 1952. Visiting economists typically take part in policy development at the highest level and are often asked to play central advisory roles on key government initiatives. They are recruited from the ranks of prominent Canadian professionals with proven expertise in financial, economic and monetary issues in the business and academic communities.

In June 2012, Mr. Duboc was engaged by the Department to serve as a special advisor on venture capital, to lead consultations and to provide recommendations on how to increase the availability of venture capital for high-growth businesses in Canada, which was identified as a priority in Economic Action Plan 2012.

Earlier this week in Montréal, Prime Minister Stephen Harper and the Honourable Jim Flaherty, Minister of Finance, announced the Government's Venture Capital Action Plan to improve access to venture capital financing by high-growth companies.

Mr. Duboc's extensive investment experience makes him an ideal candidate for the current focus of the Clifford Clark Visiting Economist: providing advice on venture capital and leading engagement with investors to support the implementation of the Government's Venture Capital Action Plan.

Mr. Duboc is the founder of the private equity firm EdgeStone Capital Partners, and has served as Managing Director at CIBC Capital Partners, the merchant banking division of CIBC. From 1991 to 1994, he co-founded and developed the Loyalty Group Inc. (Air Miles Reward Program).

Mr. Duboc currently serves on the board of directors of a number of companies, including Porter Aviation Holdings Inc., Stephenson's Rental Services Inc. and EZShield Inc. In addition, he is a member of the Business Advisory Panel on Income Security Reform which participated in the Commission for the Review of Social Assistance in Ontario. Mr. Duboc will continue these roles in the private sector.

Mr. Duboc is also the Chairman and co-founder of Pathways to Education Canada, a national organization that helps youth in low-income communities graduate from high school and successfully transition into post-secondary education. In addition, he is Chairman and co-founder of the Pecaut Centre for Social Innovation, an organization that helps promising and successful small non-profits, charities and social enterprises scale to national and international levels.

Mr. Duboc holds a Bachelor of Science degree in Chemical Engineering from Tufts University and an M.B.A. from Harvard Graduate School of Business Administration.
