WELCOME AND EXPLANANTION OF MEETING

Mayor Reynolds welcomed those in attendance and gave an overview of the meeting's purpose. The purpose of the meeting was to introduce and discuss a memorandum of understanding between the City of Bainbridge, Decatur County and the Bainbridge Decatur County Hospital Authority. The MOU would outline the backing of bond that would restructure the hospital's debt and assist with cash flow.

INVOCATION AND PLEDGE TO THE FLAG

Commissioner Dennis Brinson gave the invocation and all those assembled pledged allegiance to the flag on behalf of the joint groups.

RECOGNITION OF VISITORS AND DELEGATIONS

Commission Chairman Pete Stephens opened the floor for public comments.

Gary Breedlove, 158 Attapulgus Climax Rd, gave a brief history of the service delivery strategy beginning in 2014.

Charles Stafford, 119 N. Donalson, asked for clarification on indigent care tax use and a more detailed plan for restructuring. Hospital Authority Chair Glennie Bench answered his questions and provided statistics for those steps already in place.

Basil Lucas, 293 Riverview Drive, questions the ownership of the hospital. Hospital Authority Chair Glennie Bench explained the ordinance that developed the authority.

Lisa Jones, 1020 Lee Street, questioned current business practices of the hospital and how those decisions have led to this point.

There being no more public comments, Commissioner Stephens closed the floor.

CONSIDERATION OF MOU

Mayor Edward Reynolds introduced the City, County, Hospital Authority Memorandum of Understanding. Upon a motion by Councilman Whaley and seconded by Councilman Long, the Council voted 5-0 in favor to approve the memorandum of understanding as presented.

Upon a motion by Commissioner Davis and seconded by Commissioner Brinson, the Board of Commissioners voted 5-0 to approve the memorandum of understanding as presented.

Upon a motion by Authority Member Charles Walker and a seconded by Authority Member Donald Barber, the Hospital Authority voted 6-0 in favor to approve the memorandum of understanding as presented.

ADJOURNMENT

With there being no further business, Mayor Reynolds adjourned the meeting at 6:33 pm.
