On December 7, China Minmetals and the People's Government of Jilin Province signed the cooperation framework agreement in Changchun City, Jilin Province. Mr. Tang Fuping, Chairman and Party Group Secretary of China Minmetals, Mr. Guo Wenqing, China Minmetals' President and Deputy Party Group Secretary and MCC Chairman, Jing Junhai, Secretary of the Party Committee of Jilin Province and Han Jun, Deputy Secretary and Acting Governor of Jilin Province, attended the signing ceremony.

Before the signing ceremony, both sides held a meeting and discussed about the cooperation in the fields such as mineral resource exploitation, urban infrastructure development, rail transit system construction, sewage treatment, waste incineration, trade and logistics, and financial service.

Tang Fuping expressed sincere thanks to the People's Government of Jilin Province for its lasting and strong support for China Minmetals' enterprises in Jilin Province, and outlined the profile of China Minmetals. He said that China Minmetals had always kept in mind the guiding principles made by General Secretary Xi Jinping in his speeches about the reform and development of state-owned enterprises. He pointed out that as the first enterprise to build a whole industrial chain covering access to resources, survey, design, construction, operation, circulation and deep processing in the global metal ores market, China Minmetals had always been committed to building itself into a world-class metal ore corporate. He also said that China Minmetals had been working on the business system featured by 'four beams and eight columns' by focusing on metal ore, metallurgical engineering, trade and logistics, as well as finance and the real estate. As a result, China Minmetals saw constant improvement of development quality and increase in its competitiveness. The assets under the management of China Minmetals now reach RMB 2.16 trillion, and the business revenue in 2019 exceeded RMB 600 billion, making China Minmetals rank 92nd among the Fortune Global 500. Tang Fuping said that China Minmetals was earnestly studying and implementing the guiding principles of the fifth Plenary Session of the 19th CPC Central Committee, and basing itself on its business fields to proactively promote the exchanges and cooperation with the government at sub-national level in accordance with the Dual Circulation development pattern put forward by General Secretary Xi Jinping. Taking this cooperation framework agreement as an opportunity, China Minmetals will leverage its strength as a comprehensive industrial service and a state-owned capital investment company to proactively involve itself with the works in Jilin Province such as mineral resource development, urban infrastructure development, rail transit system construction, industrial park construction, sewage treatment, waste incineration, trade and logistics, and financial service, with an aim to making more contribution to revitalizing the old industrial bases in the Northeast China and promoting local economic and social development.

Guo Wenqing outlined the achievements gained since the strategic restructuring of China Minmetals and MCC (both among the Fortune Global 500). He said that since the strategic restructuring, under the guidance of the strategic goal 'quadrupling in three steps', China Minmetals was working hard to move toward a new stage of high-quality development by focusing on the business system featured by 'four beams and eight columns'. In terms of metal mining field, with abundant ore resources such as copper, nickel, lead and zinc, China Minmetals has succeeded in the operation of multiple world-class mines. In terms of metallurgical engineering, China Minmetals, as the trailblazer and pacesetter of China's steel industry and the national metallurgical construction team, keeps firmly 90% of domestic market share and 60% of overseas market share in hand, and has made great achievements in municipal traffic, large venues, theme parks, super high-rise buildings, sewage treatment, waste incineration and prefabricated buildings. In terms of trade and logistics, it has established trade networks in over 60 countries and regions across the world, and large logistics industrial parks in Guangzhou City, Wuxi City and Lanzhou City. In terms of finance and the real estate, China Minmetals has full financial licenses and has strong capacity in investment, financing and resource allocation. Minmetals Land Limited and MCC Real Estate Group Co., Ltd. under China Minmetals enjoy great visibility in the industries. Tang Fuping hopes that both sides will explore innovations in cooperation mode, expand space for cooperation and speed up the implementation of projects and investment in accordance with the principles and directions determined in the cooperation framework agreement, thus achieving tangible results as early as possible, yielding more fruits of cooperation and promoting the new, dynamic development of Jilin Province.

Jing Junhai said that Jilin Province had the traditional strength of old industrial bases in the Northeast China, with developed processing and manufacturing industry. He also pointed out that automobile industry, petrochemical industry, food industry, equipment manufacturing and medical health industry were the five key industries in Jilin Province, that automobile industry and high-speed train manufacturing in particular were leading the industry in China. At present, Jilin Province, under the guiding principles embodied in the important speeches & instructions made by General Secretary Xi Jinping during his inspection tour to Jilin Province, moves faster to advance the all-round revitalization of Jilin Province in the new era. Jing Junhai fully recognized the contribution of China Minmetals' enterprises in Jilin Province to the socioeconomic development of Jilin Province. He said that as an important partner of Jilin Province, China Minmetals' businesses covered many fields such as infrastructure development, equipment manufacturing and financial service. He hopes that China Minmetals will integrate itself into the development of Jilin Province, redouble the efforts of investment, speed up the implementation of project agreements and make plans for a slew of high-quality projects to open a new horizon of and generate more results of the cooperation between governments and enterprises. To this end, the Party Committee and the People's Government of Jilin Province will continue to improve the business environment and strengthen the supporting policies to provide more support and better service for the development and investment of China Minmetals.

At the signing ceremony, under the witness of Tang Fuping, Guo Wenqing, Jing Junhai and Han Jun, Mr. Liu Caiming, China Minmetals' Vice President, Chief Account and Party Group Member and Li Wei, Vice Governor of Jilin Province, signed the cooperation framework agreement. Hu Jiafu, Secretary-General of the Party Committee of Jilin Province, Wang Kai, Member of the Standing Committee of the Party Committee of Jilin Province, Wang Shilei, Vice President and Party Group Member of China Minmetals, Zhang Mengxing, Deputy Party Committee Secretary and President of MCC, witnessed the signing ceremony. Wang Zhihou, Secretary-General of the People's Government of Jilin Province, presided over the signing ceremony.

In accordance with the agreement, both sides will follow the principle of mutual complementarity, resource sharing, mutual benefit and win-win outcome, and work to combine short-term goals and long-term goals, and establish a long-term mechanism for cooperation to carry out multi-level and multi-disciplinary cooperation of various forms for mutual benefit and common development.
