He was the Director of Finance for the City of New Orleans from 1986 to 1993.
Mr. Mitchell was also an Audit Manager for Price Waterhouse in New Orleans.
Mr. Mitchell is a graduate of Tulane University with a Bachelor of Arts in Economics and a Master of Business Administration.
