Previously he had been the managing director of international public finance.
Before joining IBCA (one of the rating agencies that have merged to form Fitch) in 1997, he was senior economist at the Bank of England, where he worked for nearly 30 years.
From 1979 to 1981 he was the Alternate Executive Director for the United Kingdom at the International Monetary Fund.
After that, he was successively head of the Bank's International, European and Economics Divisions before becoming in 1994 the Director of Central Banking Studies, responsible for the technical assistance and training provided by the Bank of England to foreign central banks.
He has a BA in economics and mathematics and an MA in economics from Corpus Christi College, Cambridge.
