Despite 75 basis points of rate cuts by the Federal Reserve over the past two months, long-term bond rates have moved higher - largely in anticipation of higher borrowing costs for additional deficit spending by the Trump administration.

"Investors are going to require that higher interest rate from [the U.S.] because the size of the debt is so high," Mussio explained.

Speaking with Reuters' Lisa Bernhard, he added that now "is a great time, if you haven't filled out that part of your portfolio... to get your bat off of your shoulder and take some swings."
