OTTAWA-Canada's Finance Minister issued letters Monday to his cabinet colleagues instructing them to find savings in their departments to fund any new priority initiatives.
This marks a first step by the Liberal government, led by Prime Minister Mark Carney, to curtail a decade-long expansion in the federal public sector, in order to finance tax breaks and sharply higher defense-spending commitments.
