The requested terms are similar to those previously granted by Washington in recent years, which allowed companies to receive and export Venezuelan oil for their own refineries and other clients, while also supplying fuel to Venezuela through a debt-recovery mechanism, according to two of the sources.
The companies have been unable to export Venezuelan crude since the second quarter of last year, after the administration of Donald Trump suspended the licenses. Last week, Repsol took part in a meeting at the White House during which the president asked a group of oil companies to invest in Venezuela.
Eni and Repsol declined to comment. Maurel & Prom has not yet responded to a request for comment.
